The Norwegian Mapping Authority supported the Estonian Land Board (MAAAMET) by transferring knowledge and giving advice based on experiences relevant to implementing a modern geographical infrastructure and its components, such as a geoportal and metadata, view services (WMS) and download services (WFS), data models and harmonisation.
The main objective of the project was to enhance the capacity of Estonian Land Board to carry out coordination and implementation of the INSPIRE directive. A prerequisite was to establish access to spatial information according the requirements of the INSPIRE Directive.
Background of the project partner
The Estonian Land Board is responsible to the Minister of the Environment for the maintenance of the Land Cadastre, co-ordination and execution of land reform in the conformity with valid laws, supervision, organisation and co-ordination of the activities in the field of land consolidation, land assessment, geodesy, cartography and geographical information. The Land Board also manages contracts for cadastral and geodetic surveys, and for topographic mapping. The Estonian Land Board coordinates the mapping of topographic information and manages most of the spatial data sets from the EU INSPIRE Directive.
Challenges and needs
Estonia has an obligation to implement the EU INSPIRE directive, which aims to create a European spatial data infrastructure. This will enable the sharing of environmental spatial information among public sector organisations and better facilitate public access to spatial information across Europe. Fulfilling the requirements of the Directive demands that specific services must exist.
In addition, spatial data available through services must correspond to the INSPIRE requirements – for instance, that different data themes must correspond to data specifications imposed by the Directive. This results in the need for extensive restructuring and reclassification of existing spatial data and acquisition of a new spatial data.
